Obtain Voter Registration or Election Data

The Lieutenant Governor’s Office can provide certain types of registration and election data. Click on a heading below for more information.


Statewide Voter Registration Database

State law requires that portions of a voter registration form is available to the public, unless a voter has requested that his or her voter information is classified as a private record.

  • Download the Request Form
  • Fee: $1,050.00 for a one-time purchase. Refunds, subscriptions, or updates without a fee are not offered.
  • File Format: Tab-delimited. Please note that some software programs, including Microsoft Excel, are not capable of displaying all of the data due to the size of the spreadsheet.
  • Data included: The database includes the information below:
    • Voter identification number
    • First, middle, and last name
    • Voter status (active or inactive)
    • Absentee ballot status
    • Original registration date
    • Party affiliation
    • Phone number (if provided by the voter)
    • Mailing and residence address
    • County and precinct
    • District for Congress, state legislature, and state school board
    • Voter participation history
    • Method of participation (absentee, by mail, election day, etc.)
  • Voters’ Dates of Birth: State law places restrictions on obtaining voters’ date of birth. The day and month of a voter’s date of birth cannot be provided to any individual. However, the year of a voter’s date of birth can be obtained by a “qualified person” as defined by state law. Refer to state law [Utah Code 20A-2-104(4)] or the database request form to determine whether you may be considered a “qualified person.”
  • Access Restrictions: Many voter registration records in Utah are classified as public, but there are access restrictions on two other classifications of voter registrations: (1) private voter registrations, and (2) withheld voter registrations.
    • Access to Private Voter Registrations: Utah law allows candidates, political parties, and contractors, employees, and volunteers of candidates and political parties to obtain voter registration data classified as “private.” A candidate is defined as an individual who has filed a declaration of candidacy or filed a notice of intent to gather signatures. If you meet these qualifications and would like to obtain private voter data, you must provide documentation with your request that demonstrates that you meet the qualifications.
    • Access to Withheld Voter Registrations: Utah law allows certain categories of individuals to classify their voter registrations as “withheld.” These records cannot be provided to members of the public, political parties, or candidates.
  • Delivery: You will receive an email that allows you to download the database within one business day of your purchase. Please note that the database file size is large (~150MB).
  • County or District Voter Lists: If you want a list of registered voters for a specific county or district, you may obtain a list from the appropriate county clerk(s). The Lt. Governor’s Office does not offer voter registration lists other than a statewide list.

Who Has Voted Report

This report provides a list of voters who have voted before Election Day.

  • Availability: This report is available for regular (even-year) primary and general elections. It is not available during municipal (odd-year) elections or after an election.
  • Fee: $35.00 per election. Refunds are not offered.
  • File Format: Tab-delimited. Please note that some software programs, including Microsoft Excel, may not capable of displaying all of the data due to the size of the spreadsheet.
  • Delivery: The file will be emailed to you every day beginning 27 days before the election and ending on Election Day.
  • Data included: The report includes the information below:
    • Voter identification number
    • First, middle, and last name
    • Party affiliation
    • Address
    • County and precinct
    • Method of voting (early voting, absentee, mail)
    • Date the ballot was mailed to voter (if applicable)
    • Date the voter returned the ballot
    • Congressional district
  • Private Voter Data: Utah law allows candidates, political parties, and contractors, employees, and volunteers of candidates and political parties to obtain voter information classified as “private.” (A candidate is defined as an individual who has filed a declaration of candidacy or filed a notice of intent to gather signatures.) If you meet these qualifications and would like to obtain private voter data in this report, you must provide documentation with your request that demonstrates that you meet the qualifications.

Who Has Requested an Absentee Ballot

This report provides a list of voters who have requested an absentee ballot.

Precinct-Level Results

The Lt. Governor’s Office can provide election results for recent elections. Please contact the office at 801-538-1041 or elections@utah.gov to obtain the data. There is no fee.
